- To examine processes of management thatโs shows the commitment on Safety Management Programme within ย the ย organization.
- To examine safety and health management system within the organizational
- To assess the contribution of OHS management system on achieving organization
- To identify challenges affecting the implementation of health and safety programmes at ย workplace.

Introduction
This chapter discusses literatures of other writers on occupational health and safety in various places around the world. It presents overview of occupational health and safety matters, safety standards, safety Acts, and OHS policies and programmes.
Conceptualย Definitionsย
The World Health Organization defines health as ‘a state of complete physical, mental and social well being, not merely an absence of disease and infirmity’. Safety, on the other hand, defined by the oxford dictionary, as the state of being safe and protected from danger or harm. Safety is more specific and easier to understand. safety is relative freedom from or protection against hazards at the place of work ย (Ngirwa, 2005).
According to International Labor Organization (ILO), Occupational health and safety is a discipline with a broad scope involving many specialized fields. In its broadest sense, it should aim at: The promotion and maintenance of the highest degree of physical, mental and social well-being of workers in all occupations; The prevention among workers of adverse effects on health caused by their working conditions; The protection of workers in their employment from risks resulting from factors adverse to health; The placing and maintenance of workers in an occupational environmentย adaptedย toย physicalย andย mentalย needs;ย Theย adaptation ย ofย workย to ย humans.
In other words, occupational health and safety encompasses the social, mental and physical well-being of workers, that is the โwhole personโ. Occupational health issues are often given less attention than occupational safety issues because the former are generally more difficult to confront. However, when health is addressed, so is safety, because a healthy workplace is by definition also a safe workplace. The converse, though, ย ย may not be true โ a so- called safe workplace is not necessarily also a healthy workplace. ย ย The important point is that issues of both health and safety must be addressed in every workplace. By and large, the definition of occupational health ย ย and ย ย safety given above encompasses ย both ย health ย and ย safety in their ย broadest ย contexts.
Employee health and safety is part of employee welfare. The welfare of a employees is their general state of well- being, for example their good health and comfort as well as their stability and prosperity. Thus the function of maintaining employee health and safety should be treated as being part of the important function of providing for employee welfare. Employee welfare was historically used to encompass the employeesโ physical working conditions, e.g. facilities related to sanitation, canteens, bars, vending machines, sports clubs, dispensaries, shortening of working hours, and any other initiatives of job satisfaction and improvement ย ย ย of quality of work life in the places of work (Ngirwa, 2005).

The findings revealed that Dangote Groups has the programme of health and safety at the place as 78.9% of respondents supported the question, though 60.9% said the programme doesnโt work well only because there was a minimum involvement of employees concerning OHS, and lack of working and protective tools. However they admit and appreciate the ย ย presence ย ย of safety rules and policy, safety committees, safety officer, and minimum works related diseases and accidents. Actually 100% respondents said there was ย ย a need for the organization ย to ย commit and ย insist ย on OHS ย programme.
Systems that Contribute to the Successful Safety Management Programmeย withinย theย Organization
Respondentsย saidย theyย willย considerย theย programmeย ofย healthย andย safetyย isย successfulย whenย thereย willย beย noย accidentsย orย workย relatedย diseases,ย trainingย andย educationย concerningย OHSย isย givenย toย all,ย thereย isย timelyย inspectionย andย audit,ย andย employeesย involvementย ofย course.ย Onย respondingย toย theย thingsย orย componentsย whichย canย makeย thatย successfulness,ย 65.2%ย saidย trainingย andย educationย canย beย aย majorย aspect.ย Othersย saidย protective ย ย gears, ย ย involvementย andย participationย ofย employees,ย firstย aid,ย communication,ย motivation,ย safetyย rules,ย safetyย committee,ย andย safetyย audit.
Contribution of Occupation Safety Management Programme on Achievingย Organization Performance
The study found out that occupational Safety Management Programme has the major contribution on the performance of the employees and organization at large. 73.9% of respondents said it increases productivity, 60.9% said it increases profit to the organization, while 52.2% said it increases employees satisfaction. Respondents said it also has other contributions like it eliminate injuries and reckless death, promote cooperation between employees and management, increase responsibility and ย sensitivity among employees.
Challenges Affecting the Implementation of Safety Management Programmeย at theย Workplace
The study shows that 52.2 percent of respondents from Dangote Groups said the main setback for achieving effective implementation of occupational Safety Management Programme is actually the high cost to train, protective gears, and compensate affected employees. Respondents mentioned other challenges like individual carelessness, and insufficient budget allocated.
Generalย Conclusion
The findings shows that respondents were quite aware of the subject matter under discussion as it revealed that there was a greater contribution of OHS on increase of production, profit to the organization, and satisfaction to the employees. It help to rise employees awareness and ties together management and employees goals for the betterment ย ย of the organization. ย ย Also, the views of respondents showed that health and safety programmes at the place helps to alleviate ย diseases, injuries ย and death ย related to working ย condition. However ย ย the ย ย ย findings ย ย haveย came ย ย ย out ย ย with ย ย an ย ย extraordinary views ย ย or suggestions on how can the managements with occupational health and safety in place be able to improve and protect their employees from work related hazards and diseases. This is according to the respondentsโ views training and education, management seriousness on making follow up and disciplining employees concerning health and safety, conducting timely safety drills, motivation to employees, provision of safety gears, and employees involvement will ultimately facilitate achieving goals.
