Primaryย schoolย educationย occupiesย aย strategicย positionย inย Abiaย Stateย because of the important roles it plays in preparing the pupils for useful living inย the society and for secondary school education, call for supervision of primaryย schoolย activitiesย byย Headย teachersย toย improveย teachersโ€™ย instructionย andย forย effective primary school administration. According to Nosiri (1997), to showย supportย forย theย Nigeriaย primaryย educationalย systemย thereย mustย beย aย goodย supervisory unit that will oversee the educational activities at the primary schoolย level. In the modern society, supervision needs to be provided at the primaryย school educational level as to enhance instruction of teachers and for onwardย academicย excellenceย of students.

Educational administrators all over the world have a long tradition of providingย supervisionย forย studentsย andย teachersย atย differentย levelsย ofย theย educationalย system. Movna (2007) maintained that supervision is today an integrated part ofย theย socialย workย educationย andย isย oftenย regardedย asย theย personalย toolย forย integrating theory, methodology and practice at many different occasions as inย area of group work, project, classroom teaching, field placement and degreeย report.

In the view of Mangia (2008) there are several interpretations of the termย supervision,ย but typicallyย supervisionย isย theย activityย carriedย out byย supervisorsย toย oversee the productivity and progress of employees, teachers and students whoย report directly to the supervisor. For instance first level supervisors, superviseย entryย levelย employees,ย educationalย supervisorย supervisesย teachersย andย studentsย as to improve instruction within the classroom or outside the classroom context.ย Inย theย businessย world,ย dependingย onย theย sizeย ofย theย organization,ย middleย managersย superviseย firstย levelย supervisors,ย chiefย executiveย superviseย middleย level managers. According to Chinyere (1997) supervision in the educationalย contextย isย theย processย ofย enhancingย andย improvingย effectiveย teachingย andย learningย inย schools.ย Supportingย thisย view,ย researchersย inย educationalย theoryย agree that supervision exists for the primary purpose of instruction. Burton andย Brveekner in Nosiri (1997) defined supervision in the educational context as anย expertย technicalย serviceย primarilyย aimedย atย studyingย andย improvingย cooperativelyย allย factorsย whichย affectย childย growthย andย development.ย Theyย summarized the characteristics ofย supervision as:

Modernย supervisionย directsย attentionย towardย theย fundamentalsย ofย education and orients learning and its improvement within the general aimย ofย education.

The aim of supervision is the improvement of the total teaching/learningย process, the total setting for learning rather than the narrow and limitedย aimย of improvingย teacherย in-service.

The focus is on the setting for learning, not on a person or group ofย persons. All persons are co-workers aiming at improvement of a situation.ย One group is not superior to another operating to improve the inferiorย group.

The teacher is removed from his embarrassing position as the focus ofย attentionย andย theย weakย linkย inย theย educationalย rightfulย positionย asย aย cooperatingย memberย ofย aย groupย concernedย withย theย improvementย ofย learning.

CHAPTER THREE

RESEARCHย METHODOLOGY

Thisย chapterย describesย theย proceduresย thatย wasย adoptedย inย carryingย outย this study. It includes description of research design, the area of the study, theย population for the study, sample and sampling technique, instrument for dataย collection, validation of the instrument, reliability of the instrument, method ofย dataย collectionย andย method ofย data analysis.

Designย ofย theย Study

The design of this study was descriptive survey. Disruptive design studiesย areย mainlyย connectedย withย describingย eventsย asย theyย areย withoutย anyย manipulation of what is being observed Ali (2006), it is a design approach whichย aims at collecting data and describing in a systematic manner, the characteristicsย features or facts about a given population Nworgu, (2006). The use of thisย researchย designย willย helpย theย researcherย toย establishย theย opinionsย ofย Headย teachers andย teachersย onย supervisoryย practicesย of primaryย schools.

Populationย ofย theย Study

The population for this study comprised of all the Head teachers andย teachers In Owo Local Government Area Of Ondo State. Four thousand, two hundredย and fifty eight respondents (263 Head teachers and 3,995 teachers) in In Owo Local Government Area Of Ondo Stateย based on 2007/2008 school years.

CHAPTERย FIVE

CONCLUSIONย ANDย RECOMMENDATIONS

This chapter includes a discussion of the findings, implication,ย recommendations,ย limitation,ย conclusionย andย suggestionsย forย furtherย studies.

Conclusion

Inย consideringย supervisorsย effectivenessย inย enhancingย teachersย effectiveness, it is important to note that no set pattern of activities or techniquesย exists which will always guarantee that the efforts of head teacher as supervisorย willย renderย theย maximumย potentialย resultsย ofย theย typeย that mightย beย desired.

Everyย schoolย isย organized,ย administeredย andย operatedย accordingย toย aย philosophy of education which is revealed in many ways: the nature and sourceย of a school purposes, the manner in which the teacher and their resources areย utilized, the educational interaction between the teachers the head teachers andย theย community.ย Allย theseย haveย directย influenceย onย theย effectivenessย ofย theย primaryย school headsย andย the teachers.

Conversely,ย dullย andย uninterestedย classroomย andย meagerย learningย materials constitute limitation which evens the most skillful and enthusiasticย supervisorย willย findย difficult,ย ifย not impossible.

Summaryย ofย theย Study

The need to supervise the instructional process of teachers in primaryย school cannot be over emphasized; hence Ezeocha (1985) is of the view thatย mostย ofย theย schoolsย activitiesย andย theย schoolย programmesย requiredย supervision.

Supervision of primary school by school Head aims at identifying areas ofย work that need to beย improved upon. Supervision focuses primarily on theย managementย ofย teachersย andย theย pupils.ย Theย superviseeย learnsย duringย supervision,ย sinceย theย supervisorย isย moreย knowledgeable,ย theย headย teacherย correct and advise the teacher. This is done through friendly interaction. It alsoย enhancesย personalย professionalย growthย ofย theย teacherย sinceย interactionย andย greaterย knowledgeย gained at supervision promoteย personal growth.

Recommendations

Onย theย basisย ofย theย findingsย ofย thisย study,ย theย researcherย madeย theย followingย recommendationsย forย improvementย bearingย theย importanceย ofย effectiveย supervisionย toย theย administrationย ofย primaryย schoolsย inย mind.

  1. Seminarandย workshopย shouldย bย organizedย byย localย governmentย educationalย authorityย onย specialย skillsย inย assistingย headย teachersย forย effective supervision of schools. This will improve teachers instruction toย manageย largeย and congested classes forย optimal instruction.
  2. Head teachers should carry out training and re-training of teachers toacquire counseling skills to advise teachers to change unethical behaviourย such asย givingย pupilsย tests to
  3. The supervisor should be more knowledgeable than the teacher in theprinciples of learningย andย its
  4. The supervisory focus should be based on observational evidence not onunsubstantiveย value judgment.
  5. The supervisor should have excellent cognitive attributes in order to leadtheย supervisor
  6. Supervision of schools should be based on assisting teachers in securingvarious instructionalย materials and
  7. Teachers should be provided with the opportunities to prepare evolutionforย improvementย of
