LITERATUREย REVIEW

INTRODUCTIONย TOย BILLING

Cambridge Advance Learnerโ€™s Dictionary & Thesaurus defined Water Bill as โ€œa regularย chargeย that is madeย toย peopleย forย theย useย ofย theirย local waterย supplyโ€.

Billingย is the aggregation of all non-recurring, periodic, and chargeable events on anย account-by-account basis. It is also the calculation of all outstanding charges and availableย discountsย and bonuses.ย (http://www.tutorialspoint.com)

Webster’s College Dictionary (2010), define billing as โ€œBilling is the preparing or sendingย out of bills or invoices. The amount of business done by a firm within a specified period of timeย orย aย cost ofย goods orย services billedย toย aย customerโ€.

TYPESย OFย BILLING

Thereย are twoย typesย ofย billingย whichย areย postpaid billingย andย prepaidย billing.ย (Hatem,ย 2012)

Postpaidย billing

Inย postpaidย billingย theย customerย mayย payย anย insuranceย paymentย inย advance,ย andย he may pay the installation or setup fees, and in each billing cycle he will be invoicedย (receiveย aย bill)ย toย payย forย his usageย ofย theย service.

Prepaidย billing

In prepaid billing the customer buys a given amount of credits (duration, volume, number of events) and is then allowed to use the corresponding network resources as long as their account is in credit. Billing system receives customer usage records from the network elements and adjusts the customer credits. When their credit has been used up, network usage will be restricted. Prepaid corresponds to a real-time process, because transactions are only allowed if the user account is in credit, and this has to be checked in real-time.

SYSTEMย ANALYSIS

INTRODUCTION

Systemsย areย createdย toย solveย problems.ย Oneย canย thinkย ofย theย systemsย approachย asย anย organized way of dealing with a problem.ย In this dynamic world, the subject System Analysisย andย Designย (SAD)ย mainlyย deals withย theย softwareย developmentย activities.

System analysis is a process of collecting factual data, understand the processes involved, identifying problems and recommending feasible suggestions for improving the system functioning. This involves studying the business processes, gathering operational data, understand the information flow, finding out bottlenecks and evolving solutions for overcoming the weaknesses of the system so as to achieve the organizational goals. System Analysis also includes subdividing of complex process involving the entire system, identification of data store and manual processes. (National Institute of Open Schooling, 2014)

CHAPTERย FOUR

SYSTEMย DESIGNย ANDย IMPLEMENTATION

INTRODUCTION

System design and implementation are the most crucial phase in the development of anyย system, based on the user demands and the detail analysis of the existing system, the new systemย need to be designed using the two stages involved that is preliminary or general design andย structure or detail design therefore, in designing any system, it is necessary to guarantee that theย endย productย willย displayย neitherย functionalย norย performanceย failure.ย (Pล™ibyl,ย 2011).

It is then necessary to predict the performance of ย ย systems when they are under designย and development, as well as to predict the impact of changes in configurations of existingย systems, as such before actually implementing the system designed into operations, a test planย should be developed and run on a giving set ofย test data where the output of the test shouldย match the expected output after the test and having the user acceptance of the new systemย developed, the implementation phase begins; during this phase new system will be turned in toย practice.

CHAPTERย FIVE

SUMMARY,ย CONCLUSION,ย ANDย RECOMMENDATION

This is the final chapter of this project and will briefly summarized the whole that wasย written right from chapter one to chapter five taking into consideration the most important pointsย and concluded by stating what was achieved, there by recommending what needs to be achievedย inย theย future.

Theย systemย forย SMSย Basedย Waterย Billingย systemย (Aย caseย studyย ofย Bagudoย Localย Governmentย Waterย Board)ย hasย beenย successfullyย designed.ย Thisย projectย researchย workย consistsย ofย fiveย chapters whichย willย beย summarizedย below:

In chapter one, background of the study, statement of the problem, aims and objectives,ย significance of the study, scope and limitations of the study and definition of some terms wereย discussed.

In chapter two, relevant literatures were discussed; definition of bills, type of bills, classifications of bills, online (electronic bills), features of online bills, advantages of online bills, disadvantages of online bills, review of some existing billing systems and software tools that were used in the development of the system such as HTML, PHP, JavaScript, MySQL etc.

In chapter three, analysis was carried out in terms of; analysis of the current manualย system, analysis of the input, analysis of the output, analysis of the existing system procedure,ย filesย maintained,ย web-designย methodologyย andย theย expectationsย ofย theย newย systemย wereย discussed.

RECOMMENDATION

After undergoing a critical analysis of the existing system and compared it with the application designed, it is recommended for the Bagudo Local Government Water Board to deploy the system as a means of managing and sending of bills to their consumers, since theย execution and implementation of this application was implementedย and tested in an onlineย environment.

SUGGESTIONSย FORย FURTHERย RESEARCH

ย The system at its current state can be implemented and will function effectively. But for theย sake of other interested students that will like to extend this project in the near future, I have theย belowย suggestions forย them:

  1. The result shows that billing method used by this system is not sufficient therefore I will suggest and improvement in the method of billing such as Unmetered billing for consumers with no
  2. Also payments option used by this system is not sufficient therefore I will suggest andimprovement in theย payment options (the system should offer various payment optionsย for consumer). For example by breaking down your bill into affordable amounts (partย payment).
  3. Also third party deduction schemes (also called โ€˜Water Directโ€™) should be added, meaning that if you are working with a particular organization or government it may be possible for payments to be made directly to the water board from your
