Chapter One

Generalย Objective

The objective of this study is the evaluation of the contribution of Nigeria police force in 2019 governorship electionย elections.

Specificย Objectives

  • To assess the performance of police force on their roles during the 2019 governorship election elections in Oyo State
  • To identify the challenges that the police force faced during the 2019 governorship election elections in Oyo State
  • To propose different strategies to Nigeria Police Force for enhancing a smooth electoral

CHAPTER TWO

LITERATURE REVIEW

ย CONCEPTUALย ANDย THEORETICALย ISSUES

The word โ€˜policeโ€™ came from the Greek word โ€˜polis’ meaning city and from theย Latin word โ€˜political’ย meaning civil administration. Merging the twoย words shows thatย the word โ€˜policeโ€™ refer to the civil administration of the city. However, conceptualizingย police in this sense would misrepresent the objective of this paper in different ways. First,ย it could mean a police state, which is not the notion of this paper.ย Second, the word civilย is a concept that has to do with people and government behaving politely devoid of anyย military or religion connotation. Adopting this concept would also constitute some otherย nuances not intended for this work because of some imperfections associated with it. Forย example, we have a civil administration as againstย military administration, or itย mayย meanย citiesย Police administrationย only.ย Inย thisย sense,ย ruralย areasย are not included.

Despite the observed definitional quagmire, this paper benefited from the viewsย expressed by writers such as Shaw (2002), Clarke(1997), Alemika (2011) and others. Forย instance, Shaw (2002) posits that the ABC of police stands for the protection of lives andย property with the prevention of crime and disorder. Clarke (1997) expresses the view that the police are those expected to do theย impossibleย and to doย itย efficiently within theirย resources.ย He stresses the enormousย responsibilities of the police and their unlimited powers ranging from the right to knowย more information about people than the average person needs to know. Alemika (2011)ย sees the police as the mirror with which the public view the intention and direction ofย government.ย He advances theย view thatย theย enormous powers of police areย tailoredย towardsย adequateย enforcementย ofย lawย andย orderย toย maintainย andย sustain publicย safetyย and orderly environment. He asserts that a country is useful when the police system is activeย andย commands public confidence. In thisย manner, the policeย serve as aย lens throughย whichย theย directionย ofย theย governmentย canย beย assessed.

From the preceding, the police exist for the maintenance of law and order in theย society. In this context, the police have shared responsibility with the three principalย organs of government. With the judiciary, the police exist for effective criminal justiceย administration, with legislature he police exist to ensure that the laws and regulationsย enacted are adequately enforced, and finally, the police are part of the executive arm ofย government in providing good governance through the provision of public peace andย order. As custodian of laws and regulations, the police are meant to ensure the properย order of the society by making sure that everyone obeys the law of the land withoutย prejudice.

There is no gainsaying that the establishment of the Nigeria police force wasย premised on the needs to promote internal security and socio-political order. It was in thisย sense that Abba (2014) alludes that the responsibility of modern police transcends theย traditional roles of arresting, investigating, and prosecuting offenders to guaranteeing anย enablingย environmentย forย economicย development.

Before the commencement of colonial rule in Nigeria, various ethnic nationalitiesย had different policing arrangementsย for the maintenance of law and order (Innocent,ย 1997). The modern-day Nigeria Police Force, however, is of British pedigree. Its historyย is rooted in the British colonial adventure in the area that constitutes modern Nigeria.ย Many writers traced the origin of the Nigeria police to the Colonial Constabulary forcesย established in different West African territories by the British colonial powers as anย instrument of pursuing and protecting its commercial interests(Tamuno,1970, Innocent,ย 1997, Omotola, 2007, Aper,2018). Hence, the Northern Constabulary created in 1888 atย Lokoja, the Royal Niger Coast Constabulary formed in 1894 at Calabar, and anotherย colonial Police outfit established in 1896 at Ikeja in addition to the Lagos Colony createdย inย 1861ย wereย allย theย offshootย ofย theย colonialย Constabulary.ย Majorย politicalย andย administrative developments that took place in the colonial era affected the growth of theย Colonial Police. For instance, the emergence of the Southern and Northern Protectoratesย in early 1900 led to the carving out of some parts of the Royal Niger Constabulary toย create the Northern Nigeria Police Force, while some other parts of the Niger Coastย Constabulary were carved out to form the Southern Nigeria Police force. (Alemika,2005).ย Although the Southern and Northern Protectorates were amalgamated in 1914 to formย present Nigeria as itย were, the establishment of the national Police force took place onย 31stย April 1930. It should be noted that the colonial overlords established the colonialย Police in Nigeria as an instrument of securing and protecting their interest in the area.ย However, it must be said that it was the era of the first indigenous Inspector General ofย Police in the person of Louis Okon Edet from 1964-1966 that efforts to indigenize theย Nigeria policeย forceย wereย initiated.

 

CHAPTER THREEย 

RESEARCHย METHODOLOGY

ย Introduction

This chapter presents the methodology that was used during this study. It describes the researchย design, the study population, the sampling techniques and procedures, data collection methods,ย data collection instruments, validity and reliability, procedure for data collection, data analysisย andย measurementย ofย variables.

ย Researchย Design

The study used descriptive research. Descriptive research โ€œis designed to provide a picture of aย situation as it naturally happens or occurredโ€. It may be used to justify current practice and makeย judgment and also to develop theories. For the purpose of this study, descriptive research wasย used to gain in-depth information that was used to find solutions to the research questions of theย study. By using descriptiveย design, the researcher was able to gather quantifiableย informationย that can be used to statistically analyze the target audience. Description research was used toย observe and describe a research subject or problem without influencing or manipulating theย variables in any way. Descriptive research was used because it provided a rich data set that oftenย bringsย toย lightย the policeย role based onย whatย tookย place during theย Oyo state governorship electionsย ofย 2019.

Studyย Population

The study population comprisedย some of the officersย of Nigeriaย policeย force,ย civil societyย officials, Electoral Commissions officials, politicians and political analysts, media practitioners,ย other security operatives and finally the public. The population was decided based on the caseย study of Oyo state. The target population was 2,001,675 as per the voter register ofย Oyo State for the governorship election.ย From the target population, an accessibleย population of 200 was chosen based on the different categories (Nigeria police force officers,ย civil society officials, Electoral Commissions officials, politicians and political analysts, mediaย practitioners,ย otherย securityย operativesย andย the generalย public)

CHAPTERย FOUR

PRESENTATION,ย INTERPRETATIONย ANDย DISCUSSION

ย Introduction

This chapter presents and discusses the findings of the study; it examines information collectedย from the respondents to enable the researcher draw relevant conclusions and recommendations.ย The objectives of the study were the principal guiding factors used. The data was interpretedย accordingย toย researchย objectivesย andย researchย questions.ย Appropriateย dataย analysisย andย presentationย techniques wereย used.

The study was carried out based on 120 participants accounting for a 90% return rate from 133ย targeted respondents for the study, two primary tools of data collection were utilized a semi-ย structuredย questionnaireย andย interviewย whileย documentaryย reviewย wasย theย secondaryย dataย collection instrument used for the study. SPSS version 20 was used to analyze the scored dataย fromย theย fieldย while Microsoftย wordย wasย usedย toย analyze the descriptive data.

SUMMARY,ย CONCLUSIONย ANDย RECOMMENDATIONS

This chapter consists of the summary, conclusion and gives recommendations and suggestedย areasย forย furtherย studyย basedย onย the findings ofย the study.

The following is the summary of the findings of the study in line with the three study objectives:ย to find out the role of police force during the election process; to examine the challenges thatย faces the police force during the election process and to determine the different strategies ofย enhancingย theย Electoralย Process.

Onย whetherย theย Nigeriaย policeย isย involvedย inย theย managementย of publicย orderย duringย theย electoral, majority 74.2% of the total respondents strongly agreed, a majority 83.3% of the totalย respondents strongly agreed that the Nigeria police is responsible for the security of politicalย participants during the electoral process, a majority 91.7% of the total respondents stronglyย agreed that the Nigeria police play the role of custody and escorting election materials during theย electoral process, majority 61.7% of the total respondents strongly agreed that the Nigeria policeย is mandated to protect voters during the electoral process, On whether the Nigeria police isย responsible for the mitigation of electoral violence during electoral process, majority 60% of theย total respondents strongly agreed,ย majority 51.7% of the total respondents strongly agreed thatย theย Nigeriaย policeย isย chargedย withย theย roleย ofย investigationsย electoralย offensesย duringย theย electoral process, a cumulative majority 60.8% of the total respondents strongly agreed that Theย Nigeria police are responsibleย forย accompanyingย electoralย officers.

ย Challengesย theย Policeย faceย duringย the2019 governorship electionย elections

On whether,ย thereย isย challengeย of parallel security agenciesย duringย the electoral process,ย majority 59.2% of the total respondents strongly disagreed On whether the Nigeria police faceย limited awareness of the electoral laws of the country, majority 50.8% agreed,ย majority 65% ofย theย totalย respondentsย stronglyย agreedย thatย theย Nigeriaย policeย faceย aย challengeย ofย eruptionย of electoral violence, a majority 56.7% of the total respondents agreed that the Nigeria police face aย challenge of corruption involving police officers, majority 64.2% of the total respondents agreedย thatย theย Nigeriaย policeย faceย aย challengeย ofย inadequateย fundingย of policeย operationsย forย elections,ย aย cumulativeย majorityย 54.2%ย disagreedย thatย Theย Nigeriaย policeย lackย effectiveย trainingย inย managing security during elections, a cumulative majority 75.8 % agreed that the Nigeria policeย sufferย aย lackย ofย professionalismย ofย itsย officers duringย the electoralย process.

ย Waysย ofย enhancingย Policeย roleย inย electoralย processย asย proposedย byย theย respondents

A cumulative majority 60.8% disagreed that There is need to sensitize and educate the publicย about the police role, a majority 62.5% cumulatively agreed that there is need to punish policeย officers who engage in electoral processes, majority 66.7% of the total respondents agreed thatย there is need to prohibit quasi โ€“ military organizations during the electoral process, majorityย 55.1% strongly agreed that there is need to improve on the situation crime prevention techniquesย to develop capacity to manage elections, 23.3% strongly disagreed, On whether there is need toย train the police on democratic values, rule of law and crisis management, majority 75 % stronglyย agreed, a cumulative 50.8% of the total respondents strongly disagreed that there is need toย establish joint operations command with other security agencies, a cumulative majority 66.7% ofย the total respondents strongly disagreed that there is need to establish a political crimes unit toย streamย lineย policeย roleย inย theย electoralย process.

ย Conclusion

Basedย onย the objectives ofย this study

Effectivenessย ofย Police roleย inย electionย process

The police role during the electoral process is clearly spelt in the 1995 constitution (amended)ย through the various acts and while police are posted on election duty for the protection of livesย and properties, protection of ballot boxes, and to ensure secrecy of balloting, the problem now isย how to prevent police from brutalizing the population, disorganizing the ballot boxes which areย contrary toย theirย mandate as perย the constitution.

Challengesย ofย theย Policeย faceย duringย election process

Based on study findings, There were several challenges such the increased formation of vigilanteย groups such as crime prevents with no police interest to disband them, kidnaps, arbitrary arrests,ย theย increasedย securitizationย ofย securityย processย asย wellย asย theย mannerย inย whichย theย policeย actedย during 2019 electoral process. Until these questions are addressed, there will continue to existย doubts andย uncertaintyย aboutย theย roleย ofย theย policeย inย theย electoralย process.

Suggested waysย ofย enhancingย theย Policeย roleย in electionย processย byย respondents

Based on the study findings, the respondents advocated several avenues for the police to beginย addressing theย fears of the electorate as regards their credibility, capacity andย neutrality inย delivering a peaceful election in liaison with the electoral commission and other stakeholder inย the Countryย as theย civilย societyย andย theย citizens.

Recommendations

Theย studyย putsย forthย theย following recommendations;

There is need for continued training of the Nigeria Police Force on the various notions managingย electoralย securityย entireย electoralย processย andย theย importanceย ofย anย electionย inย theย democratizationย process ofย Nigeria.

There is need to investigate and prosecute police officers involved in violence during the preโ€“ย election, during and post-election periods to act as a deterrent to others and instill the rule of lawย amongย theย policeย officers.

There is also a need to enhance the welfare of the police officials involvedย in the electoralย processย inย terms ofย allowancesย andย benefits.

Investigateย theย formationย ofย vigilanteย groups.ย Theseย haveย beenย consideredย aย potentialย forย violence during the general elections because they haveย been reported to be organized andย equippedย toย destabilizeย theย votingย process.
